Background

In order to remain consistent with the 2016 revision of the Regulations on Certification and Accreditation and the Metrology Law, and to strengthen product quality and safety, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) overhauled and streamlined administrative approval process, while delegating power, optimising services and enhancing supervision of the certification authorities, through the revision of the Measures for Certification Agencies (Measures).  

Result

The European Chamber engaged relevant government agencies by holding meetings, sending a lobby letter and submitting collated comments. These steps resulted in the publication of the Interpretation on the 2017 Measures, and more clarity being provided on certain articles contained within the 2017 Measures, particularly greater flexibility on the languages permitted for use in certification documents, and acknowledgment of paper-free records as an option for certification service providers.
